After Devin's death, the police revealed his identity and affiliation with the Black Jays to the media. War has been declared against the Jays.

But the Jays have stepped up their game.

El Diablo legislator Concepción Rivera has proposed a measure to invest in infrastructure improvements for a crumbling Downtown, as well as subsidize the steep cost of cooling, water, and energy in their brutal climate. A game-changer for Downtown, for El Diablo, and they've got the votes. 

That is, until the Jays begin targeting legislators who support it. 

Quinn, Jones, and the Protectorate are working night and day to protect the legislators, to find the Jays and expose them. But every time they get close, the Jays foil them again.
