Introduction This paper examines participation in South African water and development debates in the context of global discourses on water and natural resource management. (1) The recent developmental emphasis on local participation in natural resource management, particularly water, through global processes such as the World Commission on Dams (WCD) dialogue and report (2000) is analysed in relation to how water supply and demand strategies are framed at the national and local level in South Africa.
