It has been three years since the events in Tracks, and Rainey Fillmore knows the werewolves have returned. She suspects they may have never left, only hiding in the recesses of shadows. There are rumors that Quintal, the leader of the werewolves, has become obsessed with finding and killing Travis Braniff and anyone in McGregor Falls that is infected by the werewolf virus. Travis has disappeared. And Quintal does not know Rainey is a werewolf. But it is only a matter of time before the truth is discovered.

Sheriff Walton Keller investigates a string of murders that point to a mythologized serial killer from the town's past, a serial killer long thought to be dead. Texas Ranger Thomas Wiltkhat returns to his hometown having tracked another killer from Central Texas into Fortean County. The evidence tells him the killer is a werewolf. His instincts tell him that werewolf is Rainey Fillmore.

As evil converges in McGregor Falls, Sheriff Keller and Texas Ranger Wiltkhat must surmount their own fears and prejudgments if they are going to stave off another werewolf attack. While Rainey Fillmore faces the reality that the delineation between man and monster is tenuous, and that she may be the only one capable of protecting the town from the coming storm.
