In the turbulent final days of World War II, the Allies sense victory. But for two operatives in the newly formed civilian intelligence service, surviving the war is anything but certain.

Mark "Russ" Russell has built a strong reputation with the OSS, and his career is thriving. Unfortunately, his personal life is in shambles. Emotional exhaustion led him to end things with his longtime love Rhonda Childress, and the loss of his fiancée, Piper, has left him devastated. When he's assigned a critical North Africa mission for President Roosevelt, he's grateful for the distraction.

Meanwhile Rhonda languishes in OSS bureaucratic purgatory as a liaison in the Russian embassy in Washington, D.C.
