Susan Craig and Roger Roberson reminisced outside their parents' aging Wards Corner home in Norfolk. Not about birthday parties and backyard games, but about how their mom had cared for her disabled husband until his death in 2004 . And how, behind the garden he'd built for her, they'd discovered that moisture and insects had been destroying the home's structure for years. And how in May 2008 the city had begun to cite their elderly mother "on about 20 different things" in disrepair, according to Craig, including rotten siding and wood, chipped paint and faulty windows and doors.
