better than nothing, but not Talmud Bavli
This is the best version which exists in ebook format currently, but it is not the authoritative or complete Babylonian Talmud. This is Rabbi Rodkinson's translation. Rodkinson intentionally omitted certain tractates--his translation is considered incomplete and inaccurate. The Soncino and Steinsaltz are the authoritative version, but unfortunately not yet available in ebook format.
While hyperlinks aid in navigation to some extent, this version is not organized in the traditional method [Tractate daf a/b] (e.g. Berachot 23b). This is almost always the method used for citation, and i'm not sure how this particular version is organized or why, but it makes it nearly impossible to look up a reference.
