Meg Ostermann decides how deep the water sits on twenty thousand acres. She does it from a truck, five months a year, on her own judgment. Nobody signs anything.

Dale Kinder has read the same gauges for twenty-two years. This spring he started reading three of them a second time, on Saturdays, on his own time — because a number once a week tells a man where the water is and nothing at all about what it is doing.

Four hundred feet away, a corner of Wade Rewerts's field has gone wet and stayed wet. The rest of the section works. This corner hasn't, for three springs running, and nothing about the way he farms it has changed.

What crosses between the refuge and the field is not water. It is pressure — and pressure moves in days what water takes decades to move, which leaves nothing to sample, trace, or dye.

Every law that touches this place governs water. Who may take it. Hold it. Release it. Flood with it.

None of them governs pressure.

By the time anyone works out what is happening, the question is no longer whether it is true. It is who has standing to say so — and whether being right will ever be worth anything to the man who noticed first.
