Vatican Council II made promises related to episcopal collegiality or the co-responsibility of bishops with the pope as well as to the contribution of the laity described as the priesthood of the baptized. This article examines these promises and then shows that subsequent legislation and official guidelines produced by the Holy Sec have reneged on these promises and restored the monarchical style of the pontifical government. The debate in the Church at this time also deals with the conflict between evangelization and interreligious dialogue, an issue Vatican Council II has not resolved. Vatican II a fait des promesses relatives a la collegialite episcopale c.-a-d, la coresponsabilite des eveques avec le pape, ainsi que des promesses relatives a la contribution des laics sous la description du sacerdoce des baptises. Cet article examine ces promesses, et demontre ensuite comment le Saint-Siege a renonce a ces promesses par des mesures legislatives ulterieures et des directives officielles, et a restaure le style monarchique du gouvernement pontifical. Le debat au sein de l'Eglise presentement a aussi trait au conflit entre l'evangelisation et le dialogue interreligieux, une question qui n'a pas ete reglee par Vatican II.
