God told Moses he wanted to make an agreement with the Israelites. He promised to give them the land of Canaan and make them his chosen people. Moses read God's laws to the people and had them swear to follow it. Moses used twelve big stones to build an altar at the foot of the mountain. Each stone represented one tribe of Israel.
