After the quick annihilation of their Commission by James, secret meetings are being held in Sicily. But in order for them to be successful against James, they must agree to be under the command of someone inside James's organization willing to betray him.
A grand jury has indicted James for murder and racketeering under the RICO Act. The judge has surprisingly remanded him into the custody of the government until the conclusion of his trial.
