Is this a prequel book?

I know how silly this is but is this a prequel book to like all of Dr Seuss' books because in this book you can see the Fish from the cat in the hat (maybe before the kids in the cat in the hat got the pet) and the. You see a cat with a red tie that looks awfully like a very young cat in the hat.
