Paxman v. Campbell

I All of the members of the court except Judge Phillips concur in parts I, II, III, and IV of Judge Widener's opinion. Judge Phillips concurs in parts I, III, and IV of that opinion and concurs in the result in part II thereof, but for reasons expressed in his separate opinion.
