OPINION BY PRESIDENT JUDGE COLINS FILED: April 10, 1996 Senior Citizen Health Care Council of Erie County, Pennsylvania (Council) appeals the December 30, 1994 decision of the Court of Common Pleas of Erie County (Common Pleas) ordering Council to alter specifications in its invitation to bid and to readvertise the invitation to bid in accordance with Section 1909 of The Third Class City Code (Code), 1 requiring separate specifications for alterations to public buildings.
