Petitioners Patrick Riley and Terry Miller were separately arraigned before Magistrate George Peck in the district court on the Kenai Peninsula. Petitioners were informed of their rights at that time, including the right of peremptory challenge for any Judge assigned to their case. In keeping with the practice of the Kenai district court, trial Judge assignments were also made at the arraignment.
