Anna, an English woman, grew up in China as an orphan in an orphanage. A "friend" of her dead father wants to adopt her and she is thrilled. He introduces her to opium at 12, and at 16 she is coerced into becoming a drug runner. She hates what opium does to people, but she is trapped by her addiction. She uses it to escape the hell her life has become. She sees The Enforcer execute a drug dealing governor, and is obsessed with him. She feels he is going to catch her. He eventually does when she is trying to flee the country, but seeing her, he feels she will completely change his life. He marries her (without her agreement) so he has power over her life, is strongly attracted to her, but hates the drug trade and human slavery, so he should hate her but he does not. He offers her seduction as a way of surviving the drug withdrawals. He is searching for his sister, who was sold into prostitution by their parents to pay for education for him and his brothers. Turns out his sister is Little Pearl. Anna wants him to kill her adopted father Samuel - the drug baron & prostitution baron. He wants to kill him and get more leads into the drug crime rings. They fall in love, and she agrees to stay married with him in Shanghai, fighting the drug/prostitution trade.
