Encounter at Land's end

A figure emerges from the gullies and dunes to approach the camp where Ryan Jordan and two friends are camping on the beach near Land’s End at the tip of Baja. Their site is secluded and they’ve seen no one else in the area the entire time. As the figure nears, Ryan sees that he is a federale. What could he possibly want?
