White House climate adviser Carol Browner said that the Obama administration is not backing down from a market-based approach to curbing greenhouse-gas emissions. Speaking at a renewable-energy conference, Browner urged people to re-examine the transcript of President Barack Obama's remarks in a New Hampshire town hall meeting, where he apparently suggested that the Senate could separate cap and trade from an energy-focused climate bill.
