A photo reconnaissance satellite, that had been circling the earth, was coming to the end of its useful life. As it slowed and, before crashing into the ocean, a photograph from its last orbit showed a large unknown construction project being built in China.
When scientists got to look at it, they realized it was going to be a special nuclear site and, with international agreements on the use of atomic energy, the United Nations, the United States and the World needed to know what it was to be used for.
It wasn’t long before an explanation was given that forecast a better food production source could result from an unusual nuclear process.
