Big holes in plot

Per the book, Ray wasn’t an expert marksman and the rifle wasn’t sighted properly, the odds of him hitting any target at that range would be akin to winning Powerball.

Also, if Foster was really a good guy, why, after the deed as done, did he complain about receiving a valuable coin instead of cash?

Also, if the FBI wanted to keep a lid on things, it would have eventually eliminated Foster, too.
