The Last Mandate

One disputed vote stands between Central Kentucky and a new nation. One intercepted signal could turn that vote into a war.

The Concord Charter has nearly enough support for final certification, but Woodford County's decisive tally rests on rival citizenship lists, missing records, and thousands of people whose right to belong remains contested. Daniel Mercer travels as a witness with no office, influential enough to change votes and distrusted enough to poison them.

Marshal Gideon Voss releases a Russian-language military transmission he calls proof of who launched the EMP. Technical reviewers confirm that the signal was genuinely received, but its origin, timing, and meaning remain uncertain. Noah Mercer embraces the evidence and demands a supreme defense mandate. Hadi Nouri insists that authentic data can still carry a false conclusion.

As soldiers move closer to the certification process and public confidence fractures, every disputed record becomes a possible reason to delay the vote or control it. Daniel can preserve the charter project by accepting certainty he does not possess, or defend an evidentiary standard that is not yet law while the political coalition comes apart.

The Last Mandate is Book Nineteen of The Ash Commonwealth, a serialized post-apocalyptic political thriller series intended to be read in order.
