The Citizen Line

Central Kentucky is ready for its first election. A third of the people who built it are forbidden to vote.

The Bluegrass Compact has courts, currency, borders, and no settled answer to one dangerous question: who belongs? Founding residents demand priority. Refugees, public laborers, and survivors of occupation demand the rights attached to the taxes and service they already provide. With his appointed mandate expiring, Daniel Mercer has only months to create a citizen roll and hold an election without tearing the region apart.

His compromise divides the population into legal tiers. Then thousands of living names vanish from the rolls. Registration lines lengthen, ration access becomes entangled with legal status, and officials defend exclusions no single office admits ordering.

Emma Mercer gathers testimony that challenges the public record and steps beyond the private role her father assigned her. Rival political movements turn father and daughter into opposing symbols before either is ready to accept what that means. Counties threaten withdrawal. Armed guards appear wherever ballots and food meet.

Daniel must decide whether a flawed election can legitimize the Compact or merely teach the new government how to exclude people lawfully. Every ballot now carries the weight of shelter, movement, and belonging.

The Citizen Line is Book Fourteen of The Ash Commonwealth, a serialized post-apocalyptic political thriller series intended to be read in order.
