When an archivist dies beside an unfinished accession form at Norwood Civic Repository, DI Marek Radecki finds no forged document—only authentic records joined to the wrong next authority.

Linguistic anthropologist Mina Elkins discovers that the system does not target names. It routes work to whoever is qualified to complete it. As a second death carries the sequence forward, Mina and Marek must trace a buried South London project linking their own families, a shogi position made deliberately illegal, and a public correction that may be morally right and criminally weaponised.
