Gov and His Bees

Gov leads a happy peaceful land. One day the land discovers they are not the highest scorer on a standardized test, other lands scored higher.  Gov visits the Land of Departments for a solution to help his people score the highest in all the land.  Gov is told of a special bee. The special bee will seek out students who are not good test takers and mark them so the people of the land know not to include their scores in with the rest of th students.  It is an IEP bee.  Gov returns with the bee but does not know what other effects it will have on the land.
