Gov and His Bird

Gov asks the Land of Departments for a solution to help his people feel safe.  The  Land of Departments sells Gov a special Bird.  Gov did not realize  important traits about this bird before he purchased it.  His land did not have enough evil people on it to keep the special bird entertained is one.  What the bird would do to solve this problem was another issue Gov did not predict.
