The Bluegrass Compact

One county has food. Another has machine tools. Medicine remains behind guarded gates. Between them, people die while rival authorities argue over whose paper matters.

Three years after the collapse, Central Kentucky can no longer survive as a collection of isolated communities. Daniel Mercer proposes a narrow union to protect trade routes, settle disputes, and coordinate defense. Lexington demands power based on population. Rural delegates demand equal votes. Producers want vetoes. Frankfort offers resources only if the counties submit to its disputed national authority.

Then confidential routes and private vote counts reach restorationist hands. Daniel suspects Aaron, the brother who betrayed him once before. Emma's attempt at transparency puts witnesses at risk. Laura warns that fear is becoming Daniel's favorite form of evidence. With delegates disappearing and the conference breaking apart, the government Daniel hopes to build may fail before it has a name.

The Bluegrass Compact is Book Eleven of The Ash Commonwealth, an extremely dark post-apocalyptic political thriller about consent, dependency, betrayal, and the compromises hidden inside every new institution. The series is intended to be read in sequence.
